We are looking for a Compliance Manager with experience in managing payment service licence authorisation process in Turkey, overseeing the compliance programme and team in general, conducting compliance monitoring and risk management.
In this role, you will be responsible for managing the licencing and authorisation process, liaising with regulators and local law enforcement agencies. You will also be leading our compliance operations, optimising internal processes, being the trusted advisor for regulatory compliance matters, and ensuring that compliance is achieved effectively and efficiently through strong processes.
A successful candidate will be highly analytical, resourceful, detail-oriented and results-driven, with the ability to work independently under pressure to meet deadlines.
Key Responsibilities:
Lead the process of applying for licenses in Turkey, including preparing documentation, liaising with regulators, and ensuring all requirements are met.
Summarise regulatory publications and legal requirements, assess their impact on the firm, circulate summaries, and take actions to address them.
Draft new policies, review and update existing policies for Board approval, and draft or approve departmental procedures and documentation templates.
Prepare or review regulatory periodic or ad hoc returns, including thematic reviews, inquiries, self-assessments, questionnaires, reporting, and consultations to ensure timely and quality submissions.
Review and report on adherence to regulatory and legal requirements per the Compliance Monitoring Programme or other identified risk-based monitoring needs.
Conduct periodical risk assessments and advise the company's governing body/senior management on necessary actions to mitigate those risks.
Maintain records of regulatory changes and compliance department recommendations, including actions taken and confirmation of completion.
Advise and liaise with operational departments to implement changes in operational processes arising from new regulations, business developments, and compliance review findings.
Draft regular reports for management, including the Operational Risk, Management, Compliance Committees.
Prepare guidance and training on new and existing regulatory and legal requirements, including remedial actions for existing shortcomings.
Qualifications and Competencies:
A Bachelor's degree;
At least 4 years' professional experience in a similar role within a regulated business sector, including payment service providers, e-money institutions or professional services firms serving financial institution clients;
At least 1 year of experience managing a compliance-related team and operation.
A legal background is preferred but not a must;
Understand business operations and provide business-oriented recommendations to ensure compliance with key requirements;
Ability to influence, train and develop effective working relationships with staff at all levels, gain buy-in and drive change;
Experience working with local regulators and law enforcement agencies, i.e. Central Bank of the Republic of Turkey (CBRT);
Relevant compliance qualifications are preferred.
